Minutes of the Meeting of the Parish Council

Monday 27 January 2014 at 7.30pm at the Resource Centre

 

Present: Cllrs Jopp, Burchell, Davey, Stone, Langton, Murphy, Taylor, Ward Cllrs Davies and Francis-Pester
Apologies: Cllrs Kent, Exley, Burt, J Smart (Clerk)

Public Participation

Mr Roger Collins was present.

Minutes of the last Parish Council Meeting

The minutes of the Parish Council meeting were not available.

Declarations of Interest

None.

4. 

 

Ward Councillor’s Reports

Don Davies

Paperless planning documents will commence 1st April.

Community PayBack contractors have changed to Glendale who will provide a supervisor for Community Schemes. Parishes will need to express and interest and work will be simple maintenance tasks.

Railway noise monitoring has been carried out by NS and result are now being analysed. When available a small group should arrange to meet with Network Rail. (Charles, Arthur, Andy, Lesley)

Biomass not proceeding in foreseeable future and silos will not be built.

Transfer of coal from Liverpool and other ports who are specialising in biomass will result in more trains through Pill using older, noisier wagons.

Carl Francis-Pester

Doing a walk round with Mark McGregor on 13th February focussing on drainage issues.

Debeccas Lane, Church Lane and A369 are all on the 2014 action list.

St George’s Hill still suffering from drainage problems following the gas board work and any repairs will be chargeable back to them.

There was a disappointing lack of engagement from the Executive Member and some disinformation from NS staff regarding the future of Crockerne Children’s Centre.

Crime & Disorder

No PACT meeting held this month.

Maintenance & Highways Issues

Issues should be raised through NS website.

Slightly more engagement with Area Officer reported.

Committee Meetings

Playing Fields & Open Spaces

First draft budget – had been circulated and was approved.

Cost of football pitches – will not be increased due to financial problems at St George EIG JFC.

Village Green Application – Landowner had lodged objections. Concern that NS solicitor had reported receipt of two out of time applications which may have influenced committee to recommend a public hearing. AGREED Cllr Langton draft letter of complaint.

AGREED to ask Clerk to write to the Walnuts insisting that damage to the village green be repaired after building works is completed.

Environment, Highways & Transport

First draft budget – had been circulated and was approved.

Street Lighting Budget – Paper circulated AGREED to add £10,000 to existing £10,000 budget.

Street Lighting Replacements – 28 standards remain and we are awaiting results of testing. 6 have metal jackets and are unlikely to need replacing. Leaving 22. AGREED to replace 8 with LEDs at £1200 each. AGREED to replace 18 bracketed lights at £200 each.

Street Lighting – Recommendation to replace every other light on selected roads to assess impact. If this is successful we should ask Avon Power to reassess charges. AGREED

Avon Power had peremptorily increased their charges following a clerical error on their part. AGREED to send off RL letter of complaint.

Finance and Personnel

Precept – Paper has been circulated. AGREED to increase band D by 2% equal to £1 per year.  AGREED to reduce carry forward from £30,000 to £28,000 and reduce reserve from £20,000 to £15,000.

Noted that Community Forum have reduced funding request from £4,000 to £2,000.

AGREED that RL will draft an A5 leaflet on Parish Council spending and priorities as an insert to Pill Paper.

Parish Council Vacancies

Two resignations recently Cllr Waters and Cllr Cave. AGREED to put appeal for more councillors in March Pill Paper

Village Green Registration Status

See report under Playing Fields and Open Spaces Committee.

Meeting with NSC Chief Executive and PCC

Questions and topics drafted and approved.

14.

Accounts for Payment

None available

15.

Crockerne Children’s Centre

Planned cuts have been put back to 2014. Unfortunately funding is different to other centres as it is attached to the school and could be dealt with without affecting other centres.

AGREED to write querying basis of decision (Paul/ Kevin).

16.

14/P/0095/TPO 17 Hart Close Ham Green T1 Reduce crown on Cherry Tree. – AGREED TO REGISTER CONCERN ABOUT EFFECTS OF PRUNING A CHERRY TREE IN THIS MANNER.
