Minutes of the Meeting of the Parish Council

Monday 27th July 2015 at 7.30pm at the Resource Centre

Present:  

Cllrs Jopp, Beasant, Burchell, Davey, Davies, Dawson, Ovel & Taylor.  Ward Cllr Davies and J Smart (Clerk).

1.

Public Participation

 

Mr Roger Collins and Alex Tryfonos were present.

 

Mr Tryfonos commented on his recent planning application at Strathyre, Martcombe Road.  The Parish Council had already made its comments on this application, but Mr Tryfonos advised that the original plans received from NSC were incorrect, and omitted an extension that had been built on the adjacent property.

Minutes of the last Parish Council Meeting

 

The minutes of the Parish Council meeting held on 22nd June 2015 (previously circulated) were signed as a true record.

Ward Councillor’s Reports

 

Don Davies

 

Bus services were changing as of 23rd August (using Sheepway rather than A369).

 

First Bus had advised that Rownham Hill was being closed to allow tree cutting for access for double decker buses.

 

NSC going out for full re-tender for waste contract for 2017.  If Kier do lose the business, there will be a tricky transition period.

 

Issues with Alliance Homes waste.  No new bin store at the end of Marine Parade, as promised.

 

Trying to pursue identifiable lorries that get stuck in the village, attempting to get to Siniat or docks area.  Suggested writing to Siniat to ask for assistance, as most vehicles were trying to get to them.

 

A369 sign should be erected by end of August.

Crime & Disorder

 

Cllr Davey reported that there would be a PACT meeting next week.  DD had contact A&S Police regarding lack of presence.  Advised that PCSO Simon Tuong would be visiting more regularly.

Clerk’s Report

 

Recycling bins not being emptied in Crusty Lane due to building works at The Railway Inn.  Arranged for NSC to collect.

 

Received request for disabled parking bay at 25 Avon Road.  Completed and returned to NSC.

 

Reported problem with black refuse bin dumped in the footpath from Water Lane to Westward Drive.  Taped up and full of maggots.  Reported culprit to NSC.

 

Reported fly tipping at Hope House and Hamel Green House.

 

Contacted Jason Cox regarding trees at the triangle, but he is on leave until 28th July.

 

Having problems with dog bin at Watchhouse Road.  So well used it was regularly overflowing.  Should Clerk request Bin-it to empty this twice per week, or wait for Glendale quote and perhaps include this with it?  All agreed request Bin-it to empty twice per week.

 

Requested NSC cut green spaces at verge o/s No. 22 Marine Parade.

 

Requested NSC contact the owner of property in Hardwick Road whose overgrown hedge was causing a problem in the footpath from Hardwick Road to Sambourne Lane.

 

SSE confirmed that street lights not working in Cross Lanes, Davin Crescent and Crockerne Drive had been caused by faulty power supply.  The job had now been passed on to WPD with a latest repair date of 6th August.

 

Reported 24/7 burning light at C5 Macrae Road, and in Perrett Way, Ham Green.

 

Requested NSC fix the ‘NO ENTRY’ signs at the junction of Debecca’s Lane and Priory Road, as report that these are regularly facing the wrong way.

 

Asked St George EIG JFC to move goals from hedge at rear of Ham Green properties, as complaint had been received from resident of footballs regularly being kicked into garden.

 

Requested NSC (Adrian Leonard) to carry out safety checks on the nine hanging baskets in the precinct, also to relocate one basket.

Maintenance & Highways Issues

 

Lodway High Pavement

 

Following a request to NSC to repair the high pavement and look into safety issues, the Clerk received an email from Darren Gilbert (Highway & Environmental Asset Team Manager), who advised that NSC would address the damaged sections of wall this autumn as part of resurfacing and drainage works due to take place.

AT confirmed that there was Japanese Knotweed in the area.  AT to let Clerk know exactly where it was, who would then report this to NSC.  Action AT/JS.

 

Working party taking place on Friday 10.00am – 4.00pm to pull ragwort at Watchhouse Hill.  Anyone attending should bring gloves.

 

Cllr Ovel reported an Overgrown hedge Priory Road junction with Gordano Gardens.  The Clerk had already reported this to NSC.

 

59 Westward Drive overgrown hedge.  Action Clerk.

 

14-16 Rudgleigh Road overgrown hedge.  Action Clerk.

 

Boundary of churchyard in Court Hay.  Action Clerk/AT.

 

Really bad road repair job carried out recently at Church Road, EIG – just top dressed, no holes filled.  Action Clerk.

Reports of meetings with outside bodies and other organisations

 

Bristol Port Liaison Committee Meeting

 

AT elected Chair.  Portbury member vice-chair.  AJ complained about train noise at rear of Avon Road.  BPC suggested MetroWest could be doing some work on this, but nothing in the documentation.

 

DD – Severnet – has government money from Coastal Communities Fund that could perhaps be tapped into.

Sale of Royal Portbury Dock – Letter to Mayor

 

DD had drafted a letter, which had been circulated to all members.  All agreed to send the letter.

 

12.

MetroWest Consultation Response

 

AT had produced a brief report on the proposals by MetroWest.  Unable to comment online as a Parish Council, and this had to be done individually.  All to respond online.  Agreed to send AJ draft letter.  Action ALL/AJ.

 

 

13.

 

Village Orderly

 

The Clerk advised that MF would remain on SSP for 28 weeks, with a view to returning to work after this time.  In the meantime, AJ, BL & Clerk had met with two candidates to fill the post temporarily.  The Clerk had also been in contact with Congresbury Parish Council who had recently successfully employed Glendale Waste Management to take over its Village Orderly role.  JS had arranged to meet Glendale later this week with a view to obtaining a quotation.  As a decision would need to be made urgently, the Finance & Personnel Committee was given permission to spend £8.5k per annum on Village Orderly duties, at its meeting on Monday 3rd August.  Agenda F&P Committee.
